Does this advisory apply where NPS is in active/passive mode but does NOT use PostGres - i.e Microsoft SQL HA replication is used instead?

Welcome to the community Robert!

No, this only applies to environments using internal postgres (installed on same servers as the NPS-AM application) in an HA Active-Passive configuration. If you are using MSSQL or any external database it does not apply.
