To answer your question, scanning Azure Files for sensitive data and permissions is included in the File System SKU. This also includes visibility into Azure role permissions as they pertain to granting access to Azure Files.
That said, additional and more specific reporting on Azure Roles and Entra ID data is included as part of the Active Directory license.
