If I understand correctly, your request is to be able to select one or more specific users to certify a campaign, in addition to the current option of selecting a profile.
And, if the chosen certifier is a profile, you would like all members of that profile to receive a notification about the campaign launch, even if some have nothing to certify.
To better understand your need, could you specify in which scenario this functionality would bring you the most value?
We are new to using certification and perhaps we are not following the best practices.
We delegate administration of a category to several managers.
It seems logical to us to be able to select one or more certifiers because we interact with them and can guide the campaign based on each of their workloads, their organization, and their availability or absence.
It seems particularly illogical that it is possible to send a campaign to a certifier who might be absent for several weeks, for health reasons, for example.
The ability to send to all members of a profile is for cases where individual selection is not possible, and for the same reason of the unpredictable availability of the certifier randomly chosen by the process.

As discussed, I think we have more or less the same use case.
To date, if we open a recertification campaign on the roles of a category, the recertification tasks are assigned to a single person with the targeted profile in this category - specifically, the user whose technical ID appears first in alphabetical order is chosen, which makes it completely random and impossible to anticipate.
Our need is for the recertification tasks to be opened to all people with the targeted profile in the category in parallel, without requiring everyone to approve/reject. The choice of a single person among those solicited is sufficient.
