Improve the file shadowing consistency

Please describe your idea in detail. What is your problem, why do you feel this idea is the best solution, etc.

I have opened several tickets concerning this topic(00030127, 412043, 00450674).
The shadowing of files is inconsistant and is not always working correctly. As we are using the shadowing to keep track of possible data loss prevention breaches, it is necessary that we can 100% rely on this feature.

According to the support team this problem is caused by the hashing mechanism of EPP. (Explained in the ticket #412043).
Apparently it is a totally normal behaviour that the first file of an “unknown” folder does NOT get shadowed, because EPP has to hash this folder first. The second file then gets shadowed properly.

My feature request would be to change the the hashing mechanism in a way that EVERY outgoing file gets shadowed, not just those after the first file which triggers the hashing.
We are already on server 2510 btw.

How do you currently solve the challenges you have by not having this feature?
