Unable to activate CAP trial if customer is in airgapped environment

Please describe your idea in detail. What is your problem, why do you feel this idea is the best solution, etc.

there used to be an offline CAP activation patch to activate CAP trial in offline environment. the existing CAP Patch does not work in EPP 5209/5210 anymore.

How do you currently solve the challenges you have by not having this feature?

Needs to create a systembackupV2 from an old server and import over to the new EPP 5209/5210 which new customers will find it troublesome.
